What if W NY & W PA were separate states?

How might the development and culture of western NYState and western PA been different if they were separate states from NY & PA? Many of the areas in the western parts of those states (particularly NY) are transappalachian; they would seem to have more in comon with the mddle west than the eastern seaboard. would cities like Buffalo or Pittsburgh been fundamentally different if they were not part of the first 13 original states...in the way things would have transpired from the new nation period to the present?>
