State capital or State University

This is a question for Madison, Columbus, Lincoln, Salt Lake, Honolulu, Austin:

when the state places both its capital and its flagship state university in your cities, which of the two has the most influence econmically and in the character of the city?

Also, is there any difference in cities that have their state capital as well as the second of two flagship universities, such as:

Raleigh, Tallahassee, Lansing/East Lansing, Phoenix/Tempe
